    Former OUSD Superintendent dies

    ORANGE Unified Schools INSIDE

Dr. Robert French served twice as OUSD Superintedent

Former Orange Unified Superintendent, Dr. Robert French passed away on Sunday, June 23, 2013.
French served twice as Orange Unified’s Superintendent. First coming to Orange Unified in the early 1990’s, French’s first term as Orange Unified’s Superintendent saw OUSD’s School Board taken over by members of the reactionary Education Alliance * headed in Orange Unified by Marty Jacobson.  After a series of public relations blunders by the Jacobson Reactionary Board, then Superintendent Dr. French authorized a 1995 community survey to present to the OUSD Board now headed by Jacobson.  While teachers and schools had a good showing in the survey, the Board did not, and French was forced out into retirement.

After another round of PR disasters that included a proposal of running the district by a Board Committee without a superintendent, the Board selected Barbra Van Otterloo  as French’s replacement.  Several court cases, lawsuits, a recall election and a final election come-back try, the recalled and disgraced Jacobson Board was gone.  The new Citizen’s Board that replaced the recalled trustees turned to French to again lead the district after Van Otterloo herself retired.

The popular French’s second stint as Superintendent also had its share of controversy as a sex-scandal erupted at OUSD’s Santiago Charter School and a move was made to revoke the schools charter.

Upon French’s second retirement from OUSD, his hand picked replacement Dr. Thomas Godley too over as Superintendent.

In the last three years, three former OUSD Superintendents have passed; John Ikerd;  Dr. Thomas Godley; and Dr. Robert French.  Only two former Orange Unified Superintendents survive: Barbra Van Otterloo and Dr. Renae Dreier.

The services for Dr. French will be held at 9 am on  Monday, July 1, 2013 at the Rose Hill Memorial Park’s Sky Rose Chapel ( 3888 Workman Mill Road, Whitter CA).

    OUSD's newest Mad Men move

    OUSD’S newest Mad Men move…
Contentious OUSD Board votes to extend Peralta Lease ENA

    OUSD's Trustee Boys Club
The Orange Unified School Board met May 14th in Special Session to extend the Peralta Exclusive Negotiating Agreement (ENA) with Fairfield Residential Developers after failing to reach a lease agreement.  Voting to approve a six month extension one day before the original agreement expired, the OUSD Trustees voted 4-3 to approve the extension.

The roller coaster meeting featured a standing ovation for Dr. Alexia Deligianni when she announced her “No”  vote against the extension, familiar rambling reasoning behind their “Yes” votes from veteran board members Rick Ledesma and  John Ortega, and another sharp exchange between lease proponent Rick Surridge and lease opponent Kathy Moffat.

Again placed in the position being the tie breaking vote, Trustee Mark Wayland tried to play both sides as he said that since getting the ENA, Fairfield Residential Developers had missed deadlines, and this caused him to need reasons to approve the ENA extension.  He added that he doubted that the project would get approved by the City of Orange. Despite those self-described reservations, Wayland later voted “Yes” to approve the extension.

Repeating his mantra about leveraging the lease for badly needed money to upgrade OUSD’s schools, Board President Timothy Surridge went so far as to basically rule out the necessity of an OUSD taxpayer bond if the ENA could be finalized after the extension. Citing “confidentiality” Surridge had no numbers to back up his claims when challenged by Trustee Kathy Moffat.  Surridge also took to task the Trustees who had voted for the ENA, (it originally passed 7-0), but now where against the ENA extension.

Then in a scene that was similar to the raucous Rocco days,  Moffat who tried to respond to Surridge’s statements was verbally attacked by the Board President, to the point that Trustee Diane Singer had to interject to remind the Board President that the discussion was not a debate and Moffat had a right to speak.  The exchange became even more Rocco-like when Surridge, who had originally gone off topics with his statements (to which Moffat was responding ) told Moffat to only speak about the ENA.
    A reasonable slurpee brain frezze

With no visable slurpee, Surridge's latest  brain freeze remains unexplained.

The ENA extension was approved 4 “yes” (Surridge, Wayland, Ledesma and Ortega) to 3 “no” (Moffat, Deligianni, Singer) splitting men against the women trustees.

How the growing tone of distain that the Trustee Boys Club seems to have with their three women colleagues is playing in the larger Greater Orange Community that has numerous elected women officials, dozens of women service club officers, and 1000’s of PTA moms, still remains to be seen. But much like the last national election defined by a conservative war on women, the local school board discussions are looking a lot like OUSD’s version of Mad Men with the four male trustees acting like  they still live in a time when women were to be seen-but not heard.
