    OUSD: Peralta, School Bond and Surplus Budget

    Peralta, School Bond and a Surplus Budget
     Ortega proposes Peralta Lease for a 1 Year extension
    The Thursday May 8, 2014 Orange Unified School District Board of Education Meeting Agenda Item 12 A (agenda pages 7-9) has Board President John Ortega proposing that the current Ground Lease Agreement between  Orange Unified and the Peralta Golf Partnership that runs the Super Sports Golf and Recreation Center at the former Peralta School site be extended for one year from the end of the lease's current term.  The current $200,000 a year lease is set to expire on March 31, 2015.

     The one-year extension will side-step the on-going Peralta Site controversy until  March 2016-well after the anticipated November 2014 OUSD Bond election and that month's OUSD Trustee elections for the seats of four trustees. Two of the seats up for the November 2014 election are for proponents of selling the Peralta site- Timothy Surridge and Rick Ledesma and two are for seats held by trustees opposing the sale- Diane Singer and Kathy Moffat.  Control of the OUSD Board between the two opposing sides of the issue for the next two years will also be decided in November.

    In November of 2016, John Ortega, Dr. Alexia Deligianni and Mark Wayland's seats are up for re-election. Ortega has supported the sale of the Peralta site, while Deligianni  (who represents the Peralta neighborhood) has sided against the site's sale since the controversy over the high density apartment lease proposed for the site exploded into controversy.

    Wayland, who originally supported the high density lease, changed his mind during his re-election campaign- then changed back to supporting the lease, then the  sale of the site to a developer after his successful re-election.

    OUSD 2014 Bond items fill May 8th Agenda
    Results of the OUSD 2014 Bond Feasibility Study will be revealed in Information Item 13 A (agenda page 32) at the  May 8th OUSD Board Meeting.  The research by Encinitas based True North Research includes a telephone poll of 400 registered voters likely to vote in the November 2014 election.

    Following that presentation, the OUSD Board will examine a "draft resolution" for calling a 2014 Bond Election.  Agenda Item 13 B ( pages 33-50) lays out a $296 million Bond Measure with each of OUSD's comprehensive high schools each receiving an equal $74 million each. 

    The OUSD Trustees just completed a successful  around-the-district tour that included high-end architectural renderings of go-for-broke concepts for each of OUSD's high schools. Those popular concepts however would require multiple successive bonds to make a reality. The initial starting point "Project List" provided in the  "draft" resolution deals with the reality of  a $296 million dollar Bond spread over four high schools in dire straits.  

    The resolution outlines five areas for a district approved "Project List":
     The "draft" resolution includes a June 2014 signing date.

    The OUSD Administration has also placed numerous items on the automatic Consent Agenda that directly deal with a 2014 Facilities Bond to be approved automatically by the OUSD Board from the General Fund. ( Two of the items payment is contingent on a bond passing.)

    Stradling, Yocca, Carlson and Rauth-$85,000 legal services for Bond resolution and project lists ( contingent on Bond passage).

    Conservative OUSD budget for 2014-2015 at $67 million
    May 8th Agenda Item 12 E (pages 29-31) fulfills the requirement for a public hearing on the 2013-14 actual monies and the estimated monies for the 2014-2015 OUSD Budget. 

    The conservative estimates in Item 12 E show the proposals involved in Gov. Brown's Local Control Funding Formula (LCFF) appear to provide the district with an unexpected $17.2  million windfall resulting in a conservative $67.5 million 2014-2015 budget.  That budget includes a $7.3 million legally required reserve (3%) leaving a $59.2 million "Unappropriate Amount".

    Elsewhere in the May 8th Agenda, Item 13 F (pages 63-67 - mistakenly identified on page 63 as "Item No. 14 F") estimates the 2013-14 Proposition 30 Education Protection Account (EPA) at $23. 8 million and  the 2014-15 totals at  $22.3 million,

    Passed by state voters as part of Gov. Brown's 2012 tax package, the OUSD Funds in the chart on Agenda page 65 (Expenditures through: June 30, 2014) have the $23.8 million in LCFF Sources codes 8010-8099 ( Maintenance/ Facilities codes) and Instruction codes 1000-1099 (Instruction/Special Education codes).

    Charter School applies to OUSD and San Diego Unified
    Item 14 J  on the May 8th Agenda (page 84) acknowledges receipt of a charter school application from the Nopilhuan K-8 Charter School. The school is based on "biliteracy" . "Biliteracy" is a educational/political movement that has developed in response to English Only mandates. (For more information CLICK ON Californians Together).

    The OUSD staff will review the application and make a recommendation at a future Board meeting.
