    UPDATED: Judge denies Pauly Measure S petition


    Judge denies Deborah Pauly petition against Measure S and rules on OC Supervisors request on Rocco statement

    Sources report that in a Wednesday September 31st  court hearing, Orange County Superior Court Judge Andrew Banks denied the petition from Deborah Pauly against Orange County Registrar of Voters Neal Kelly over the opposition ballot statement for OUSD's Measure S Facilities Bond.

    After loosing a drawing held by the Orange County Registrar of Voters to be the official anti-OUSD Measure S statement to appear on the ballot, Deborah Pauly went to court today to have her ballot statement replace former OUSD Trustee Steve Rocco's ballot statement.  Both Pauly and Rocco had submitted opposition ballot statements.

    Pauly had sought a ruling based on the content of the Rocco Ballot Statement. Lawyers for the Registrar of Voters argued that the Registrar of Voters could not make a content based determination of which argument should get priority. Judge Banks ruled that a content based determination for the ballot was unauthorized by statue and not appropriate in light of the First Amendment.

    Pauly, a Republican Central Committee Member and head of the Stop the Rip-off! No on Measure S campaign, filed the case last week against the Orange County Registrar of Voters Neal Kelley attempting to remove Rooco's statement and replace it with her own.  Pauly's case  asserted that Rocco's Committee Against the Orange Unified School District Bond  is not a true committee and the content of the Rocco statement will harm the election process. 

    While county lawyers defended Kelley in court, other county lawyers were also in court representing the Board of Supervisors. Those lawyers were sucessful in having two sentences in the Rocco argument concerning  Public Adimistrator Peggi Buff and former Orange County D.A. Tony Rackaukus removed.

    Rocco's Measure S ballot statement has numerous references to county and local officials weaved into a classic Rocco personal conspiracy writing that long-time Greater Orange residents are more than familiar.

    As the opposition to Measure S fights, the well-organized broad-based  pro-Measure S forces led by a community coalition called the Yes on Measure S Campaign 2016 has previewed their new logo for its campaign:

    Deborah Pauly's luck seems to be not getting any better.

    The former Villa Park Councilwomen was arrested last year and pleaded guilty for DUI, lost her recent Assembly race, and now has been beaten by Steve Rocco in the Anti-OUSD Measure S Ballot Argument.

    Former OUSD Trustee and perennial local candidate Steve Rocco returned to OUSD politics by winning the draw for ballot arguement after both he and Pauly both filed competing ballot arguments against the OUSD Measure S Bond.


    True to Steve Rocco's conspiracy  theory his argument is punctuated by recanting the evil powers of perceived wrongs of the former OUSD Trustee's time on the OUSD School Board:

    Yet, again?

    It seems to be a yearly ritual that the OUSD puts a bond on the ballot?

    The dysfunctional board is in agreement, with only one thing: they want your money!

    I was replaced by a real estate agent. The rest are either ORANGE CHAMBER OF COMMERCE members or taken money from them.

    The district had thousands to spend to gerrymander the district, so that I couldn’t run. They have over $50,000,000 in surplus.

    On 7-21-2005, Kathy Moffat and Superintendent Tom Godley visited Jim Doti to destroy Rocco. One result was the Californian’s AWare suit. Joined by the “all” Chapman U team of John Moorlach’s (Mario Mainero, Kathy Moran, Fred Smoller) a lien was put on my home and my wages garnished. The OUSD ”made” $83,000. Their allies include the OC REGISTER. Dr. Villanueva/Pathologist has said that “there is an assembly line of murder and theft coming from the political/medical infrastructure.”

    Do you really want your taxes raised?

    Homeowners are not safe.

    Mr. Rocco’s home was invaded by an Orange city detective, a neighbor of TONY RACKAUCKAS. Then, endlessly by his wife PEGGI BUFF/Public Administrator. Rackauckas was illegally appointed Public Administrator by the Supervisors. Todd Spitzer’s neighbor is Kim Nichols. Lynn Nichols headed the failed Rocco Recall.

    The deaths of Mr. Rocco’s family have been called murder by Dr. Villanueva.
    You don’t want OUSD to have this “play money” that they will dole out to political cronies. In the end, you will be cheated by their “paid” strategists to impliment this.

    Remember, that you are being victimized.

    Students are not being cheated! YOU ARE!

    Orange International Street Fair this weekend

    43rd Annual Orange International Street Fair
    The Orange International Street Fair (Greater Orange’s goodbye to summer bash) returns this Labor Day Weekend  with the theme Travel with your Tastebuds.

    Since being the centerpiece of the City of Orange centennial celebration in 1973 as a re-creation of the 1910 Orange International Fair, the celebration literally makes Orange the destination for the world bringing hundreds of thousands to the center of Greater Orange as world famous Orange Traffic Circle becomes the center of  international themed food streets.

    In addition to the street fair booths, the regular businesses are also extremely popular destinations.

    Over 1200 volunteers have been preparing to make the expected half million visitors feel welcome. More than 80 community organizations dedicated to serving the Greater Orange Communities rely on the Orange International Street Fair as one of their biggest fundraisers of the year.

    As always, the fun is all about the food, music, more food, drinks…and don’t forget the FOOD…from around the world. Craftsmen will be selling handmade items around the Plaza and present and past Orange Street Fair commemorative s will be on sale to complete your Orange Street Fair collection. 

    As always no pets or portable chairs are allowed at the Orange International Street Fair and ID to purchase wristbands for public alcohol consumption is required.

    The free entertainment includes bands that will perform thought the four block downtown Old Towne Orange Plaza traffic circle center representing music from around the globe on the numerous stages all around the Plaza.

    The Children’s Street family oriented activities will again be offered on North Orange Street just off East Chapman Ave. 
    Geared towards children, no alcohol or smoking is allowed in the Children’s Street area.

    The event draws half a million visitors over its three days. Visitors from out-of- town are encouraged to avoid the parking crunch by taking the Metrolink (at reduced weekend rates-see below) to the historic Orange Santa Fe (Metrolink/Amtrak) Depot conveniently located adjacent to the street fair.

    OCTA will sell you a $10 weekend Metrolink train pass that  will allow you to ride anywhere in the regional system from 7 p.m. Friday to Sunday midnight. Weekend passes are only sold at the vending machines located at Metrolink stations (no web sales). Those wishing to brave the parking drama may try the  lots or parking on the surrounding streets. Expect to walk several blocks from where you park just to get to the Traffic Circle area where the Street Fair takes place.

    Orange Street Fair Schedule
    The Orange Street Fair is in Orange Old Towne at the  Orange Plaza the Traffic Circle intersection of Chapman and Glassell Streets in Orange. The fair runs Friday- Sunday (yes Sunday is the last day…Monday Labor Day is clean-up). Entering the street fair as always is free.

    Alcohol Sales on the street are over at 9:00 p.m. and a wrist band to purchase and drink at the fair must be purchased each day ($3.00) .

    Friday September 2nd: 5 pm – 10:00 pm
    Saturday September 3rd: 10 am – 10:00pm
    Sunday September 4th: 10 am – 10:00 pm

    OUSD Candidates differ on Bond and surplus property

    Only one candidate for Area 6 supports OUSD Facilities Bond in ballot statement
    OUSD Area 2 candidate Daniel Correa wants to sell Peralta Property
    Daniel Correa in his OUSD candidate statement made selling the Peralta Property and other OUSD surplus properties the center piece of his campaign.


    In his candidate statement released by the Orange County Registrar of Voters, Correa- a Orange City Planning Commissioner writes:
    Valuable surplus properties that could generate millions of dollars needed to restore programs victimized by budget cuts sit in limbo.


    Correa's position to sell the surplus properties is the same position pushed by OUSD Trustee Timothy Surridge. 

    Surridge worked hard to have the Peralta Property sold. The Surridge plan was to turn Peralta into high density residential, first as a 99 year lease to developers, then by an outright sale to developers.


    Correa's statement about Peralta and OUSD's surplus properties continues:
    My experience as an urban planner and City of Orange Planning Commissioner will ensure that the disposition of these properties generate maximum revenue for the district and address the sensitivity of neighbors next door.



    Development of both the Peralta  and the Sully Miller properties became controversial in Orange when the neighbors of both properties pushed back against the development plans for the areas.

    Correa is running against long-time OUSD Area 2 Trustee John Ortega.  These goals were included in Ortega's candidate statement: 
    My goals for the next four years include: Improving the quality of education in all of our schools.
    ·   Increasing Science, Technology, Engineering, Art, and Math programs.
    ·  Upgrading facilities at all of our schools.
    ·  Making certain money goes directly to education and not bureaucracy.

    OUSD Area 6 Trustee's son stands on family relationships
    OUSD Trustee Mark Wayland's son in his bid for his father's seat writes a five paragraph candidate statement that mentions family relations in four of the five paragraphs.

    In his first paragraph, Wayland's son lists the four names of his relatives that graduated Orange High School:
    As a product of our Orange Unified School District (Orange High Panthers Class of 95) and the 4th generation of my family to attend Orange High (Erwin Eisenbraun 1923) (Hilda Unzelman 1924) (Carol Eisenbraun 1954) (Kathy Chism 1974).

    In his second candidate statement paragraph he continues his family narative with:
    My family has a motto “we only leave Orange, when they bury us in Fairhaven

    In his third and fourth paragraph, he writes about his father including his father's acomplishments:
    My Father Mark Wayland (Retired Firefighter/ Marine) has served on the board for the last eight years and has eliminated wasteful spending and made hard but necessary cuts, to ensure the long term viability of our core school system.

    However in the end, after naming his family members, motto and father's accomplishments, the younger Wayland writes:
    I ask for your vote, not on my father’s record, but on your belief that I will do the best possible job representing you and your families in our school district.

    Only one candidate for Area 6 directly supports  OUSD Measure S Bond

    The only candidate in the Area 6 race to directly pledge support the OUSD Measure S facilities Bond using the words "OUSD bond measure"  in her candidate statement is Area 6 candidate Nicole Baitix-Kennedy.

    In her candidate statement, Baitx-Kennedy point-blank supports and acknowledges OUSD Measure S by writing:
    I support the OUSD bond measure on the ballot this November. I will make sure that this money is spent wisely and will keep parents informed about repair and safety improvements.

    The final Area 6 candidate Brenda Lebsack skirts outright supporting Measure S by writing in her candidate statement that she will:
    Fight to update, improve, and maintain all schools

    OUSD moves to approve Oversight Committee

    OUSD Citizen's Oversight Committee on Thursday Board Agenda
    The Orange Unified School Board will meet Thursday August 18 to approve the legally required Procedures, Policies & Guidelines for the required Citizen's Oversight Committee if the 2016 OUSD facilities bond passes in November.  

    Agenda Item 12 A (page 2) includes the legal information on the required make-up of the seven member committee and the applications for the OUSD Citizen's Oversight Committee.

    The agenda item recommends that the  OUSD Board authorize the OUSD Staff to begin recruiting to bring a slate forward for OUSD Board approval.

    OUSD Ballot Measure letter to be announced
    On Thursday August 18 the Orange County Registrar of voters will assign letters to the local ballot measures.

    Numerous local measures will appear on the November ballot including the OUSD 2016 Bond Measure. An announcement of the OUSD Measure "Letter" is expected by noon time.

    One candidate fails to file for OUSD race

    One potential OUSD Area 6 candidate fails to meet deadline to file for election
    Danielle Jacobs failed to file papers to run for the OUSD Trustee Area 6 seat.  Jacobs had pulled papers on August ___.

    Joining Nicole Baitx-Kenndy in filing for the office, two other candiates who had pulled papers filed today Brenda Lebsack and Trustee Mark Wayland's son, Jermery Wayland. 

    Baitx-Kenndy pulled papers on July 28th and filed on August 8th. Jeremey Wayland pulled papers last week and filed today and Lebsack pulled papers yeserday and filed today.
