    Community UPDATE: Orange High

    ORANGE HIGH SCHOOL FARM FEST RETURNS
    For the most part, Orange County’s agriculture days are long gone. One notable exception in the is right here in Orange at Orange High School.  One of Orange High’s many unique programs is its Future Farmers of America and the farm they operate right on campus in the middle of Orange.

    Saturday  May 9th, Orange High School’s Future Farmers of America will open up their urban farm to the public in the popular annual Orange High School Farm Fest.

    Fun for the whole family, you can get your fill of farm fun with a petting zoo, food, games, prizes and lots of farm animals. Orange High students have been raising sheep, pigs, and cattle and more on their own farm and every year invite the public to come and have a look.

    The 2015 Farm Fest is Saturday May 9th, from 12 noon until 4:00 p.m.

    The Orange High School Farm is located at the corners of Walnut, Shaffer and Harwood at Orange High.


    The nominal cost is only $3.00 or $5.00 for admission and lunch, with the funds going directly to support the OHS Future Farmers of America.

    Brown Act and 2016 Bond news

    More litigation over possible Brown Act violations for Orange Unified School  Board

    The Orange Unified School Board Agenda for Thursday April 16th includes Closed Session Item 4 C on "Anticipated Litigation" concerning Brown Act violations.  The agenda item follows item 4 B which is a discussion on "Existing Litigation" to the Brown Act- California Government Code 54957.

    The 4 C item  specifies two more cases of : "Possible initiation of litigation pursuant to subdivision (d) (4) of Section 54956.9".  That section is from the  Brown Act- the California statute that governs meetings of local elected officials- all city and county  government agencies as well as local and county governmental boards.

    The beginning of  Section 54956.9 specifically states:

    54956.9.  (a) Nothing in this chapter shall be construed to prevent a legislative body of a local agency, based on advice of its legal counsel, from holding a closed session to confer with, or receive advice from, its legal counsel regarding pending litigation when
    discussion in open session concerning those matters would prejudice
    the position of the local agency in the litigation.

    OUSD has had a history of Brown Act problems which at one point years ago had OUSD under a court order to tape record OUSD Closed Sessions for review by a judge for over a year.

    
    
    OUSD 2016 Facilities Bond direction to be discussed
    Action item 12 A has the Orange Unified Trustees discussing and voting  to authorize Superintendent Michael Christiansen's Administration to identifying services and resources for planning a  OUSD 2016 Facilities Bond. The four areas offered in a proposed timeline to be presented by the OUSD Staff include: Planning for a 2016 Bond election; Refining Measure K cost estimates for phase one construction; planning for possible special tax districts School Facility Improvement Districts; Financing planning.

    The interim license agreement with Drotter LLC to operate Super Range Golf and Recreation Center on the Peralta site will be voted on.


     Oakland Charter school files for OUSD Charter
    
    
    East Oakland based Unity Middle College High School is petition the OUSD School  Board to open a charter school to serve at-risk high school students. The charter also operates a middle school in Oakland.  The charter organization began holding meetings in Orange County in March- including at El Modena High School and in Santa Ana Public Library.

    INSIDE the OUSD Agenda April 16, 2015: Information items
    13 A: Information on Trustee Area Realignment
    Realignment of Trustee areas seems to come around after particularly political periods in OUSD. The last time was after the failure to qualify a Recall of controversial former OUSD Trustee Steve Rocco. The subsequent former OUSD Trustee Kimberlee Nichols proposal for a Trustee Area Realignment moved the boundaries so Rocco was forced to run in a different Trustee Area -not as in incumbent resulting in his loss.  

    13 B: OUSD Term Limit discussion
    OUSD President, and long-time Trustee John Ortgea is exploring the idea of term-limits on the OUSD Board. Originally elected as part of the Citizen's Board in the 2001 OUSD Recall Election, John Ortgea has never faced a re-election opponent.   Term limits were originally part of Dr. Alexia Deligianni's first campaign for  Trustee.  The longest serving Trustee is Rick Ledesma, who won his seat back as part of the Citizen's Board in 2001.  Kathy Moffat first won her seat in 2001 with John Ortega.

    13 C: El Rancho construction project update

    Cost and legal ramifications will be discussed for the El Rancho Charter School project.
