Trustees to vote on Term Limit Election
The Orange Unified School Board
will vote at their June 4, 2015 Board Meeting on placing a proposal before
voters in November of 2016 to approve or reject term limits for the OUSD
Trustee positions. Action Item 12 H (
Agenda page 71) is to seek approval to limit trustee terms to three elections
for a total of 12 years.
The proposal from Orange Unified
School Board President John Ortega was first brought to the OUSD Trustees at
the April 16, 2015 Board Meeting. If passed, the limits would apply to current
trustees in any future elections- meaning each of the current trustees would be
limited to three new terms. Since being elected in 2001 Orange Recall, Ortega
has not faced any re-election opponents.
Trustee Rick Ledesma has served the
most terms on the current Board. After being first elected to the Board he was
defeated in his 1997 re-election bid by Kathy Ward of the Reactionary Jacobson
Majority. Ward- who was not part of the 2001 Orange Recall election was up for
re-election a few months later in November 2001. Her opponent was again Rick
Ledesma who won back his seat as Ward's recalled colleagues also again lost
when they attempted to regain their recalled seats. Also elected in 2001 and still on the OUSD Board
is Kathy Moffat.
Three
Charter School Items on June 4 Agenda
The June 4th OUSD Agenda will also
include three items on charter schools- OUSD's original two charter middle
schools- Santiago Charter and El Rancho Charter- and a potential new third OUSD
charter, Unity Middle College
High School .
Action Item 12 A & B ( Agenda
pages 4 and 5) deal with the five year Charter Renewal Petition for Orange
County's oldest charter school- Santiago Charter Middle School.
Action Item 12 C is a vote on an
agreement between OUSD and El Rancho Charter School for authorization to
construct a new building housing a gymnasium, dance studio and science
classrooms. The item is the first step
in constructing the proposed 25,000 square foot building. A separate loan agreement
will still need to be negotiated and then approved.
Finally, Action Item 12 D (Agenda
pg 46) asks the OUSD Board to approve a new outside high school charter- Unity Middle
College High
School .
The charter petitioners mission for the school is to target at-risk
students and provide them with a blended high school/college curriculum through
a dual enrollment program aimed at providing college and career paths.
INSIDE the OUSD June 4, 2015 Agenda
Closed Session decisions will include new hire announcements
for three principals and a new Administrative Director, Accountability and
Special Programs.

Inadvertently left off the originally posted on-line agenda- this item
recognizes the departing and incoming OUSD Student Advisory Board
representatives from each of the district's high schools.
Action
Item 12 G (page 70)- with a complaint Title IX complaint filed with the federal
Office of Civil Rights over the lack of a Girls Junior Varsity Softball field
at Canyon High School, the item requests an estimated $622,000 ( pre-design estimate) to construct the field
and avoid a federal compliance review.
