OUSD Board President Ledesma moves OUSD Board forward
Long-time
school district watchers are reporting that Orange Unified School District Board
of Trustees President Rick Ledesma has put forth one of the most unifying and forward looking OUSD Agenda's in
years for the February 18, 2016 OUSD Board Meeting.
Ledesma
added two items under his name. In Agenda Action Item 12 C (page 23) Ledesma
asks for permission to communicate on behalf of the OUSD Trustees to parent
school group leaders to invite them to OUSD Board meetings learn more about a
possible facilities bond and then share that information with their stakeholder
communities. Inviting parent group
leaders does hold perils for the OUSD Board if the often contentious decorum behind
the dais that has been on display for years continues.
The
second Ledesma initiative is Agenda Information Item 13 ( page 27). Ledesma is seeking a Board conversation on
allocating some of the district's one-time monies directly to schools. The idea
appears to be similar to the 1990's
"devolution" block grants that Congress passed ( most facing a
President Clinton veto) to enhance opportunities for states to have the
flexibility to oversee more local needs, but in OUSD's case letting the schools
decide on how best to use the monies at the school level.
Also
on the agenda is an item from Trustee Kathy Moffat. For years Moffat's advocacy for the OUSD
Board of Education to hold more than one meeting a month has gone nowhere. During Thursday's OUSD Board Meeting , Moffat's request will finally get an open
hearing as Action Item 12B (page 22).
Could
all this focus on the business of education be a new beginning for the OUSD
Board after the disastrous 2015 Year of Politics? After 2015 started with a failed attempt to sell the Peralta Site and ended
with an all out voter revolt and removal of the political appointment of Greg
Salas- could it really be that OUSD turned a corner under Ledesma?
Only
time will tell.
