    Panorama Heights transfer and 2016 Bond draft

    Panorama Heights transfer request
    The Orange Unified School Board Agenda Item 12 B on the May 12, 2016 will have the Board of Education deciding to vote whether or not to take a position on the proposed transfer of Panorama Heights from Orange Unified to Tustin Unified. 

    Residents of the OUSD Panorama Heights area submitted a petition for the transfer to Tustin Unified to the Orange County Department of Education.

    The agenda item's fiscal report on the potential revenue lost to OUSD should Panorama Heights transfer at $404,797 annually.

    This week the OUSD Board may vote to take a position (for or against) or vote to take no action ( no position) on the proposed transfer.

    Two back-to-back Public Hearings on the proposed transfer will be held by the 11 member Orange County Committee on School District Organization on Tuesday May 17th in both Orange Unified and Tustin Unified. 

    The first hearing will be at the OUSD Board Room at 6:00pm, followed by the seconded hearing at the Tustin Unified Board Room at 8:00 pm.  The Chief Petitioners, and representatives from both school districts will be given 15 minutes each for comments during both public hearings.

    Those comments will be followed by a 30 minute public comment period and then a five minute rebuttal period for the petitioners and each school district at both public hearings.

    The Orange County Committee on School District Organization must vote on nine separate criteria concerning the proposed transfer (each criteria is a single vote). Those criteria  range in community identity to financial considerations (see link below) .  Criteria 8 specifically states that the transfer must be for reasons other than an increase in property values.

    2016 Facilities Bond dry run
    Information Item 13A on the May 12, 20156 OUSD Board Agenda ( agenda page 30) will be information from the hired Bond Advisors on various aspects of the "proposed" 2016 Facilities Bond.  The 12 page agenda item includes a  "draft" copy of a possible bond resolution (minus firm numbers).

    The Update will include a report on the highlights of the four "town hall" meetings held at the high schools last month.
