OUSD Board will
receive requested report on April Student Voter Registration incidents at two
district high schools
The October 11, 2018 Orange Unified School Board Agenda Item 13 C (Agenda page 16) will be the Report on May Student Voter Registration drives at Richland and El Modena High Schools.

At the May 24, 2018 OUSD Board Meeting,
Trustee John Ortega placed an item on the Orange Unified School Board Agenda
requesting to hire a law firm to investigate student voter registration drives
at two OUSD high schools in April of this year.
Ortega's Agenda item stated the registration drives were a:
"potential violation of
the California Education Code, and any other laws associated with the
occurrence".
The voter registration drives were organized
by the Orange County Voter Information Project (OCVIP).
The voter registration drives were held on April 11, 2018 at Richland H.S. and
April 17, 2018 at El Modena H.S.
April is a traditional month for student
registration drives.
At the May 2018 Board meeting, Ortega
brought up concerns with the voter drive organizers Orange
County Voter Information Project (OCVIP).
Ortega also brought up that two of the adults who
participated in the student drive were OUSD Trustee Andrea Yamasaki and Kris Erickson. Ortega noted that Yamasaki was up for reelection in November, and Ms. Erickson
had stated that she would be a candidate for the OUSD Board.
The Board voted to go forward with the
recommendation to hire a law firm to investigate the Student Voter Registration
drives by a 5-2 vote with Trustee Andrea Yamasaki and Trustee Kathy Moffat
voting against the motion. The majority
did agree to have an independent law firm with no ties to OUSD to conduct the
investigation.
The Irvine Based Law Firm of Karen Bell will make the report. The report comes out less than a month before
the School Board election in November.

Why haven't you reported the findings from the Investigation?
"The investigation did not reveal material facts to be in dispute. The details of the events in question, the voter registration drives on April 11 and 17, 2018 and the presentations on campus April 10 and 16, 2018 were described by each of the investigation witnesses in a manner that comports with the documents and is corroborated in relevant detail by the other witness statements.
The preponderance of the evidence establishes that there was NO violation of statutes or
regulations during the April 10 and 11, 2018 voter registration events at Richland nor
at the April 16 and 17, 2018 voter registration events at the El Modena campus. Specifically, there was no use of district funds, services, supplies, or equipment for urging support or defeat of any ballot measure or candidate, including a candidate for election to the Board. Neither Ms. Erickson nor Ms. Yamasaki mentioned they were candidates for the Board, nor did either one promote herself as a candidate, during these voter registration events. There was no violation of California Education Code 7054, or any other laws by Ms. Erickson, Ms. Yamasaki or any other volunteer present during these events."
